Difference and Risks between VAT Deferral Clearance and Tax-Inclusive Clearance

For EU-bound cross-border e-commerce, sellers need two identifiers: a VAT (Value Added Tax) number, required for customs clearance, and an EORI (Economic Operators Registration and Identification) number, which is EU-wide once issued even though VAT numbers are country-specific. VAT deferral (Postpone VAT Accounting) lets goods clear through one EU country without paying import VAT immediately, deferring it to the final destination country — useful, for example, when routing an air shipment to Lyon via Belgium or the Netherlands instead of clearing directly in France, since import VAT is paid at final sale rather than at clearance, which eases cash flow but forfeits normal VAT deduction on clearance.

Self-tax clearance means the seller provides their own VAT/EORI and the freight forwarder declares and pays EU import taxes on the seller's behalf (typically advancing payment for a 1-3% fee), then issues a tax invoice the seller can use for deduction claims. Tax-inclusive clearance instead uses the freight forwarder's own registered VAT/EORI, with the forwarder absorbing the tax cost and charging no separate tax fee — cheaper-looking per shipment, but for high volumes self-tax deferral usually works out less expensive overall.

The risks of tax-inclusive clearance are structural: sharing a forwarder's tax number means one shipment's customs inspection can implicate every other shipment cleared under that same number; under-declaring goods value to cut costs risks a customs reassessment that imposes taxes at multiples of the true value; and routing through informal clearance channels in countries like the Czech Republic or Belgium carries confiscation risk. With many EU platforms now moving to withhold-and-remit VAT models (where the platform withholds tax at the point of sale), self-tax clearance with deferral is generally regarded as the more sustainable long-term approach, provided sellers still file their own declarations on time.
