China's projected share of global 300mm wafer fab capacity is set to reach 26% by 2026, up from roughly 2% a decade ago — alongside a 42% share of global semiconductor equipment investment and $495.4B in 2024 equipment spend (up 35.4% year-on-year). But that concentration in fabrication is only half the picture: testing, packaging, and final assembly are actively fragmenting to new geographies rather than following chip production to China.
The new landing spots each play a distinct role: Vietnam for electronics final assembly and growing PCB/module integration, Penang, Malaysia for established OSAT packaging and test (Intel, Infineon, ASE all present), Thailand for HDD and automotive electronics, Mexico as a nearshoring hub for US-bound electronics, India for an emerging fab base (Tata–PSMC, Apple supply-chain migration), and Poland/Czechia for European electronics assembly near automotive OEMs. These aren't replacements for China — they're extensions of it, taking China-made chips and turning them into finished goods closer to end markets.
For freight forwarders, the old model — China manufactures, container ships direct to destination — is giving way to a two-leg model: China fabs to an intermediate assembly hub, then on to the destination market, each leg with its own documentation, compliance regime, and often a different Incoterms relationship. That means multi-leg routing, tighter scrutiny on rules-of-origin documentation, growing strategic value for bonded logistics zones near ASEAN assembly hubs, and air freight pressure on the chip leg while ocean carries the finished-goods leg. The forwarders gaining share aren't just the ones with the best China rates — they're the ones who can coordinate the full arc from fab to assembly hub to end market.
